The WebMaster's right. It's a Netscape 4.7 "feature".
One should upgrade.

Seems that it doesn't replace blanks in the URL with
the required code (percent symbol 20) when it makes
the request. If it is typed in by hand as in:
Convention%20Registration.pdf, the URL works.
