I have had algae in one of my tanks like this before.  It was while I was 
cycling one of my newer big tanks a few months ago.  To get it off the 
sides I just scraped it off and tried to collect as much of it as possible 
using an air hose a  siphon as I scrapped it.  I then got brown algae which 
I took care of with otto cats.  I was un able to remove it all from the 
gravel and it is still there but it has slowly been loosing a battle with 
snails and the debris that remains accumulates into clumps, which might 
still be growing or just accumulate more, which I can then remove with a 
water change.  It has taken a few months but the end is near and it would 
have been done a long time ago if I worked a lot more on it and cleaned up 
around the area where I am trying to grow Glossostigma elatinoides(didnt 
want to disturb the plants.)
