In my experience, this is caused by over-feeding. The food settles on things like plants and gravel, and then fungus begins to feed on it. On occasion, when my father feeds one of my tanks too much while I'm gone, I'll come back to find a white film on most everything in the tank. I feed a smaller amount than usual for a couple days, and it goes away. Solution, don't feed your fish more than they can eat in 3 minutes, 2 times a day.
