I suggest you contact the Animal Plant Health Inspection Service of the USDA 
(http://www.aphis.usda.gov/) to begin looking for information.  The other 
agencies to check out would be Fish and Wildlife (http://www.fws.gov/) and 
U.S. Customs Service (http://www.customs.treas.gov/).
