As long as the Harlequins are bigger than the gardneri's mouth, I see no problems. I have my Gardneri with many different kinds of fish, and the only fish they picked on were baby neons, about a cm long. They kept trying to eat them, but that was the only problem. I'm not sure about the lighting, but last time I checked, most kllies don't like bright lights, none of mine do, they stay in the shadows all the time. I would make sure you have some flating plants for them to hide under though.
