You said you have a "bare tank except some Java moss" ... it's my impression that a lot of fish get spooked not by the light per se, but by seeing their reflections and movement on the bottom surface of the tank, which acts like a mirror. Try putting down a thin layer of substrate and see if that has a calming influence.
