Are you just turning the light on? Don't!!! First let the room light
on and then turn on the light. If possible feed them directly after
the light is on so that can associate it with something 'good'.
Surface plants will help give them shelter but I don't think it will
stop the panicing.
Given that the J.moss doesn't need much light have you considerred an
weaker light source? Perhaps an incandescent pulb? (Of course this
may heat things up too much.) As the J. Moss only need red and blue
light to be happy you could wrap the light in purple plastic wrap
(purple is red and blue light combined if I recall my physics
correctly). This will also lessen the intensity of the light while
making the plant happy.
The odds are your fish we raised in dull light levels and are
unacustomed to it. When you have fry of your fish don't repeat the
mistake. Raise them in brightly lit conditions. No fish has a natural
aversion to light (except those deep see and nocturnal fish).
