I had a similiar problem with the dayi I got in my local petstore. 
They would only take baby brine shrimp and slowly languished and 
died.:-(
The problem I suspect is a flagelate infection of the gut. The 
clamped fins are a result of perhaps an bacterial infection or just 
of poor condition. YOu can try to treat the ailment with 
metranozadole at 20 mg/gallon for 3 days with 50% water changes each 
day and a new dose. YOu could also try some of the local meds for 
hole-in-the-head or bloat. These are all very strong medications 
though so be careful and don't treat a big tank with other fish. 
Remove him to a smaller tank for treatment.

The pH and hardness are fine but the temperature is a bit low for 
this fish. It would need a temperature of about 78 to 80 to be really 
happy but this won't stop it eating.

I don't think you will find any dayi 'werneri' as this is not a valid 
name. There is a Aplocheilus werneri though... You should be able to 
find dayi in the AKA somewhere. If they were at one store I'm sure 
other stores woudld have.\
