raising fry

I am having trouble raising fry past 15 days both killies and apistogrmmas. I 
hatch my eggs in a 5 gallon tank , when they are free swimming I start 
feeding newly hatched brime shrimp 3 time a day , I change about 10 % of each 
tank every other day, but I am not getting many past 15 days. Help
By the way the 10 % water change is with aged water, and about the same temp
