I worked 30 years for the USPS, including 2 as Mailing Requirements
Supervisor, 5 as assistant Postmaster and 5 as Postmaster. I think your
Postmaster is ignorant of the restrictions in the Domestic Mail Manual.
Tell her you want to see it in writing in the DMM or in a letter from
Mailing Requirements. Tell her to look in the DMM, Section C022.7.1.c. This
section says that among other (irrelevant to this discussion) prohibitions
are "Any fish or wildlife, the conveyance of which is prohibited under
section 3 of the Lacey Act Amendments of 1981 (16 USC 3372)." I was
mailing requirements in 1983 and 1984, and IMHO, the fish you wish to mail
do not fall into that category.
