Sure. You get a smog pump from a car or pickup truck. You get an electric motor from a washer dryer, dishwasher or other appliance. Maybe both will be at the same junkyard. Keep the flywheels that come with them and try to get an extra size or two. Get two pieces of plywood, about 16 inches square each, some mounting bolts (short carriage bolts would be fine), and two door hinges.  Hinge the two boards together. Set them so they can lift up. Mount the pump and motor on separate boards, lining them up so the flywheels are in line. Get a belt to connect the two flywheels and to be short enough to lift one of the boards up a little off the floor. The weight of the lifted motor will keep tension on the belt. Play around with different size flywheels to figure out the combination for the best air supply.

These things are horrendously noisy, but cheap. They often show up in auctions around here. Auctions are coming up soon in Akron Ohio (First Sunday in August) and Youngstown a week or so later. You might get lucky. ;)

One aquarist (at least) put this thing in an outbuilding and buried PVC up to his house. The whole outbuilding was deafening inside, but by the time the air got to the house, it was smooth and quiet. That was Climate Zone 5 and he had no problems with cold air. When the air is compressed, it gets warmer.
