How big is each frogbit plant?
How much extends above the water surface?
Don't they need brighter light?
Any other considerations?

Or take the next step and go to frogbit. Extremely prolific, yet extremely
easy to eradicate. I have been fighting a loosing battle against duckweed in
my fish room for several years.
