The situation is not much different from it has always been. The airlines
have the ability to refuse what you are carrying. My approach has always
been, do not call their attention to it and check it through as luggage. I
never lost a fish and never had them turned away. Pack them in an insulated
luggage (I use a Coleman insulated bag) and do not carry them on. They will
be more likely now to be inspected or X-rayed than before Sept 11. That is
the only difference. Many folks had marked live fish rejected before Sept 11.
Having said all that, I am driving to the Convention this year.
