If you want you can find some regular-use Advance ballasts along with
other makes at home depot and Lowe's. They average about 15 dollars.  Then
you just have to buy end caps and tube holders and you can fabricate your
own hood with reflective material and the whole bit.  Let me tell you it
will make a difference.  You will see your plant growth rate take off!!
