Not quite.
 
Some tube types have a spectrum that is better for plants and fish than
others. Skinny tubes, like T-8, are more efficient to start with, and are
even more efficient as far as getting reflectors to be efficient. T-5,
Compact Fluorescents, are the next step up from that. They give the most
useful light with least overheating of your tank.

The typical shop light is wasting over half the energy you should be getting
out as light. White paint causes a lot of restrike that a well-designed
enhanced-reflectivity mirror-like surface avoids, for example. Fat tubes are
bad, too, compared to skinny ones.
