Bloody unlikely. I can't imagine people smoking enough cancer sticks
to put a layer of nicotine on the front of a fish tank.
Nicotine is VERY VERY VERY toxic! It is one of the most poisonous
things we have available to use over the counter. Locally, farmers
have been buying tobacco leaves and extracting the nicotine to kill
pests. It is very effective and takes a colony vultures quite by
accident very quickly.

Nicotine is a very fast acting neurotoxin. If it was nicotine your
fish would of been dead quick and there would not of been survivors.
Something else killed them.

Wash with bleach. Bleach kills and oxidizes most of anything away.
The previous posts have dealt with bleach removal...
I suspect that that haze was some solvent. It probaly killed the fish
by stripping their gills and guts.
Sorry for your loss.
As a side note I suggest everyone go see Lord of the Rings if you
haven't already. Those who have read the book may be a bit
disapointed [much like us Starwars nuts after Phantom Menace--- and
now "Attack of the CLones (how corny, sounds like B-grade horror
movie)]. The cinematography is excellent (on par with Apocolyse Now)
and the acting is quite beleivable--- a welcome change. Go see it.
You will want to read the book.
