There is less contradiction here than might be apparent, at first glance.

Peat is a weak water softener, but the effect in all but dead soft water is
negligible, unless it is in a filter and changed often. Boiling and rinsing in
normal tap water (not dead soft) can reduce the humins, greatly, and tie up a
lot of the ion-exchange sites, so effect on pH or KH is then pretty minimal.

I rarely keep soft-water fish in water below about 100 ppm tds and maybe 60
ppm KH, so stationary peat on the substrate or in a container has essentially
no effect on water chemistry that I or the fish can detect. pH drop over time
is more due to food and organic waste buildup than anything the peat can do,
IMO.

I would say to blame too little buffering in your water, if peat noticeably
changes the pH or GH when used as a spawning or anti-bacterial medium. Import
some normal tap water from a hard-water area, or move to a better place for
keeping fish, ;-)
