They can legally charge the first class letter rate now? Only the United
States Postal Service
can deliver "MAIL" whether it is in paper form or electronic form and for
this service
you must pay 1st class Postage. If you send a letter - electronically or
otherwise you technically owe the postage. Suppose you accept a package
for your neighbor and you
write him/her a note to let them know you have their package. If you
personnally deliver the note to their house tape it to the front door and
leave -- you have broken several laws by
depriving the Usps of their 1st class postage. You have also violated
the "private delivery of mail" statutes. What a mess??
