Re: air pump
It's outside you indicated price range, but I am a big advocate of the linear piston pumps from JEHMCO. The smallest of them (25 watt, $189) would run your tanks. I have the largest one, because I have over 160 tanks. It supplies all the air I want, it adjusts output to the demand for air, and it drives air to the bottom of my water storage barrels, which are 3' deep. You cannot hear it at all, except for the bubbling.
