Undecomposed organic matter can rot and really foul the water in a number of
ways. It depends on how rich it is. I have used boiled dry oak leaves to spawn
wild Bettas, but they do drive the pH below 4. [Sure does a good job of
killing virtually all bacteria. :-)]
I don't *know* that the dry sphagnum will be a problem, but am comfortable
that the peat is stable.
I'd use gravel with a polyester floss top mat in those box filters.
