New to Killie fish

After being out of the fish keeping / breeding hobby for some time, I'm planning on starting in again (retired a few months ago).

These questions might be a little elemental - but here goes. 
Are the "Bio Wheel" filters as good as the local shop keepers say they are or is it just hype to sell $35 filters?
Are there any killie fish breeders in the Dallas Fort Worth area? If so - I would appreciate email addresses - I am planning to be set up some time in January 2002 and would like to purchase eggs / adolescents locally. I figure it will take that long to read all the information, set up a 20L tank as a main community tank, and prepare support / breeding tanks & equipment etc.
Is there a killie fish club in Dallas / Fort Worth?
Is a convention planned for this area?
