   My experience is that these plants grow very slowly.  My water 
is 8.0.  I keep this in tanks with very little lighting.  Be patient.

And quite sensibly too, although there are more things to worry about than
there are things that really need to be worried about.

As others have said, Java moss is a very slow grower, so it almost never
looks like it's growing.  I don't find it all that helpful in keeping the
water clean for that reason.  However, the one thing I wanted to point out
is that when plants die and rot, they tend to drive the pH down, not up, so
I suspect that you have some other thing that's gotten introduced with
them.  The gravel suggestion looks likely to me.
