Almost everyone has the same experience with the small tubes from the lfs. 
The best way is to buy a lb can (maybe only 15 oz) from brineshrimpdirect.com 
or jehmco.com or any of several distributors. Expensive, yes; worth the 
money, probably, certainly compared to those that don't hatch. Do not keep 
the opened can exposed to humidity. Take a portion out, sufficient for a 
month or so, and reseal it and keep it cool until you have used up the 
portion.
