I have about a dozen GAR Misage in 1/3 of a 10 gal tank. They keep each other busy. I actually should breed them again when I get a chance.
 
But now to your question. When kept in pairs, some males seem to get stuck in breeding mode. Whenever they see a female they just go for it. But as killifish are really not all too bright, if he does not see her, she is not there, much like a child playing peek-a-boo.  When you get your Java Moss she will hide in it and he will preoccupy himself with something else like groveling for food.
