Jehmco has a product that solves this problem, a temperature controller that run multiple heaters.  The heaters are set to run on all the time and the controller's thermostat shuts the power on and off as needed.  Since the individual heaters' contacts are touching al the time, one doesn't have to worry about whether or not they are working properly.  The only downside is that it's not cheap ($65-$89), so it's only feasible for larger tanks ... or tanks with very expensive fish.  There's a more detailed explanation on the Jehmco web site at:
