Yep. Sure can.

Frozen bloodworms are excellent conditioning food as long as you stick to
Hikari or San Francisco Bay Brand (my particular favorites). Some other
(even national) brands have very poor quality control and their products
have proven downright poisonous to fish at certain times!

They are excellent food if frozen while living, and not allowed to die and
rot in the sun before being frozen. Inspect each package for "flat and
smooth" to hopefully eliminate any that thawed in transit or in the shop,
too.
