Quite honestly, I think the tendency of the government to foul up 
"everything" is a piece of propaganda which a certain overrated politician 
made the center of his campain over 20 years ago.  It's become a touchstone 
for people who primarily have no ongoing experience with the Federal 
government and need a boogyman to blame for everything that doesn't go as 
well as they wish.
