Turtles and iguanas are targetted over cats because they
are generally smuggled through customs etc... and some
are endangered. Forcing permits forces people to get
captive or legal stock. IT also makes it easier to
prosicute people who have them without a permit. This is
not cultural bias but trying to regulate something which
is prone to abuse.
I don't think we haev to worry for now...
