I have always had problems shipping to Canada shipping with the US Mail, and
shipping inside the US using Express Mail. I have not had any problems
shipping inside the US with Priority Mail and recommend it. For outside the
US, I prefer FedEx or UPS. Never label the box live fish in the US. For
outside the US, just label it Merchandise. Don't label Avoid Heat or Cold or
Do not Crush. It just draws attention and slows things down - or stops them
cold.  I use Kordon Breathing bags (no air) or regular bags with oxygen
(because I have it) but air is just as good. What matters most is starving
the fish at least two days before shipping, and shipping on a Monday or
Tuesday in moderate weather at both ends.
