Sorry, George, but you have been hoaxed.  There is no such thing as a 
"Federal Bill."  Bills originating in the House of Representatives would be 
numbered "HRnnn" and Senate bills all start with "S."  If it's a executive 
branch regulation, it would be listed as a Federal Register entry or 
reference CFR (Code of Federal Regulations) followed by a number usually in 
the form of two parts separated by a dash.  The code you have been given is 
an obvious fraud.
