carrying fish on a plane

I recently brought African cichlids on a plane with me from Canada to Tampa,
and simply had to tell the customs agent that they were tank raised and I
was bringing them in country for keeping as pets.  They were double bagged
in my carry on softside.

Any one know if this is OK? I was going to suggest that he still puts
them in a styro box even if he is going to be in the cabin.  Would he be
better off mailing them (that seems rough for discus)?  Let me know your
thoughts.
