Your local pet shop of course told you an untruth. Heaters are rated by the
amount of electricity they consume. Usually a heater which consumes more
electricity will produce more heat if on for the same amount of time. If you
use a larger heater it will not be on as long as a lower wattage heater. If
the lower wattage heater is insufficient to heat your tank you will not be
able to maintain temperature. If you use a heater which is too large you
may wind up overheating your tank due to lag time in the thermostat.
Depending on the size of your fish tank and your ambient room temperature.
What your LFS might have meant is that either heater will serve your needs
and he only has one or the other in stock.

I have heard from a LFS that there is no difference between a 25 and 50 watt
heater. Its is just how they are labeled.
