Just a thought for foreign accounts and all, how about using paypal.  The
site:
http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/approved_countries-outside
Shows England and Germany as well as many other countries tied in with
paypal service.  The
xxKA  organization would just sign up and open an account.  The account
recieves and sends "payments" to others using paypal.  Money in an account
may be removed to a bank account or a credit card or paid into the account
with a credit card or bank account.  I don't know if it works with overseas
banks but how else could they use it for foreign countries.  Also how could
you use a Visa card otherwise?
