Lay up over peat

A am rather an rookie with killies.  I am trying to breed my blue gularis.  I have read that a good method of handeling the eggs is to lay them up over peat for 1.5 months.  I am a bit unclear as to what is meant by "lay up over peat".  How damp should the peat be,  rather dry as for annuals or more damp.  Any advice would be welcome.
Thanks,
Dave French
