Last time I did a crusty tank I used HCL (Muratic acid) from the hardware 
store.  I let it sit for about 3 hours.  Still needed the razor blade to 
clean it up.  Seems like a couple of gallons of water and a cup or a bit 
more of the HCL.  Warm water makes things go faster.

Now,,,  It splatters, gets hot, is bad for you, your skin, eyes, lawn 
yakyakyak.  So,,, whatever safety things you do, use (at least) eye protection.
