Actually, this sounds a lot like a studbook.  The formal studbook that I 
maintain for the AZA (Zoo org.) is merely a database which contains 
acquisition, disposition, any transfers, progeny produced and current status. 
 The only difference that it has from a fish database would be that each 
individual, in my case, bird, has a leg band and/or a microchip for 
identification.  The studbook could be applied to fish by identifying pairs, 
groups, or generations by some unique identifying number.  It would be up to 
each participant, which should be voluntary, to keep track of which fish have 
which identifying number.  The studbook also could serve as an inventory or 
status list.  For killies, it could be maintained by species, by genus, by 
sub-genus, or by any other viable grouping.  Where it gets complicated, at 
least in my computer illiterate mind, is the creation of reports.  I am told 
that any good relational database software could be used to create a stand 
alone application.
