The $100,000 figure seems far too steep for the AKA [not that I'm one to 
judge considering I'm both new and inactive]

A bunch of high school kids (they were back then) set up a rather fancy 
site at Ticalc.org.  Their database only keeps track of files but it keeps 
track of tens of thousands of them, plus their histories, etc.  It was done 
in a basement on a linux machine using Apache and SQL.  Although I'm not 
volunteering for this, I could see a hobbyist or three being able to set up 
a [simpler] database for us, initial hardware outlay being less (UPS, small 
scsi RAID, tape backup, semi-quick box with net connection) than $5000 and 
programming being donated.

I fail to see the utility of a web interface, though.  Telneting to a box 
connected via DSL (or through AKA's server, if we have one) is easy enough 
and should suffice.  May save the organization money, too.

I don't intend to make it sound easy...it isn't...but it isn't $100,000 
worth of complicated, either.
