As a note of interest I have dipped salt water fish with velvet into fresh
water for about 40 seconds with the same result.  The parasites have a very
permiable cell wall and therefor they dehydrate or superhydrate during rapid
salinity changes.  In salt water velvet is customarily treated by a copper
formalin compounds. The formaldahyde removes the parasites from the fish
while the coper kills it when it becomes free swimming.  I have had fish
which were flosting on the surface resume normal activity in just a few
minutes.  The makers of Aquarisol make a very effective product.  it will
stain your silicone sealant and kill your snails.  in salt water use 2 drops
per gallon to start then test for copper saturation.  I have not used this
in fresh water .  Dosage may be similar.

I've bred Blue gularis since 1967 and have never had Velvet.  ALL
of my water contains a teaspoon of (pure pickling) salt per
gallon as a prophylactic again this and other diseases;
particularly parasitic diseases. Many years ago I had a large
number of occidentalis fry develop velvet.  Here is how I
"shotgun" treated it.  Believe me - it works!

Set up a new tank of new (aged) water containing a teaspoon of
salt per gallon with lots of aeration. Also set up a small
plastic or glass bowl containing the new water with a strong salt
content - perhaps 10 teaspoons or more per quart (liter).  Take
out the affected fish, a few at a time from the "sick" tank and
keeping them in your net, dip them into the strong salt solution
until they just go "bellie up!"  Be sure to cover them - they
will try to jump!  As soon as they go bellie up, transfer them to
the new tank.  They will take several minutes to recover, but
they will.  I have used this also to treat Ich.

If one uses a clear glass bowl for the strong salt solution, one
can see the parasites on the bottom after treatment (and removal)
of the sick fish.
