I, too,  have found that changing the water every couple of days (or at
least twice a week) works much better. I use glass baby food jars for small
numbers of eggs, and just pour off most of the old water and replace with
conditioned water. Tank water, I have found, contains many too many
microorganisms, and the hatch water goes  foul quickly.
