I have noticed the same thing.  Tanks with shop lights, or small tanks with
20 watt bulbs the java moss grows well.  The lights are on for around 16
hours.  I have had it sneak out the back of tanks up the power filter and
grow around the bulbs themselves.  I have had java moss do well outdoors ,
as long as it is in shade.  I think that judges just how poor of a
reproduction our lighting is to real sunlight.
