You might consider "slab" cork. You could cut small chunks off of the
slab the exact
size you want . This product can be obtained from those companies who
sell 
orchids,tillandsias and bromelliads. we use the cork as a base for the
plant to grow on.

Look at it this way you can a "natural" looking floatation device for
your mops.
This stuff is not cheap but not outrageously expensive. If this
intrigues you e-mail me and I will try and find a source for you.

You might try to see if any of the plant
nurseries near you specialise in orchids ,
etc. they might have the cork slabs there.
OBTW they come in various widths and 
lengths but are mostly about 1 1/2 to 
2 " thick more hn enough to " float your
