I really haven't been following this thread but since this is akillies list
I will add my $ 0.02 (R 0.02 ain't worth a mention).
If you intend to keep killies why not avoid the high lighting prices by
stocking the tank with J. fern, moss and anubias. Crypt will also
work and in the better lit areas you canplant various hygrophylia
types and vallisneria (the dwarf variety reffered to as eel grass
looks v.smart).
Normal flourescent lighting can be used quite well. For deep tanks
simply double or triple the required wattage for a standard tank.
Excess heat can be avoided by making sure that the lights ar at
least 15 cm above the tank and the air can travel through under the
hood.

If it is a large tank which is going to only be filled with small fish (like
killies) don't worry about filtration. The plants will take care of the
waste. Just have a couple of undergravel filter plates as a base to
form the famous plenum (spelling) used by reef keepers. A couple
of small canister filters in the corner for current and mechanical
filtration would be adequate.
Using the above plants and filtration quite a nice display of some
SJO, FAL, SWO, GUL or AMI could be created never mind GAR or
AUS.
