Cruelty laws?

Hey,

in the course of a debate about online fish stores, someone claimed that
having a fish in transit over 48 hours is against some kind of cruelty laws
somewhere (we're waiting for the poster to get back with more detailed
info).  Has anyone heard of this?  It seems that that would pretty much
force all fish shipments into very expensive overnight shipping.  It also
suggests that the AKA has been engaging in "cruelty" for years and years.
I wonder what you all thought.
