That should be no problem at all. Tropical fish, carried in with baggage
require only a simple in-flight form declaring the species (and, maybe, that
they are not endangered). Give them a nominal customs value of $1. There is
no special duty on tropical fish coming into the US, and they normally do
not require the F&WL inspection that boxes sent via air freight require.
I avoid hastles at the security gate by just checking them thru inside my
luggage.
