I don't think there's a competent list on earth that "allows" pictures or
other binary-encoded files. Mail lists are designed to work well with *any*
operating system, but attachments give many of the dumb "Eunuchs" servers
fits (among other problems).
The egroups list as well as others allow pictures to be posted, I am not saying that they are competent however. I can, and I am sure that most other people can handle the files just fine. I realize that some can't but that is there problem. I am not trying to sound harsh, but I like to use the tools available to me and not have to be slowed down by the people who do not have the proper tools.  I can also specify with my mail program to not accept any messages over a given size. SO I could filter them out if I wanted

Just use a web page for the pic (many here will let you use theirs, if you
ask nicely), and post the URL to the list. Most modern mail programs let you
go there by simply clicking on the address.


I am lazy and sometimes it is just easier to mail it


That way, you aren't wasting huge amounts of bandwidth to send it to those
who don't care to look at it.


Bandwidth is cheap now a days
