Tim,
I don't think it's a rift. I tend to think the BKA is differently
organized. The American (and Canadian) hobby operates under enormous
geographic constraints. As well, the AKA seems (I say this as a marginal
but interested Canadian member) to have a lot of affiliate clubs that
function as independent entities, making species maintenance very
difficult to run on a national level. They do a lot of the things a
national club would do in another country, logically as they sometimes
draw from areas as large as European countries.
There seems to be a US tradition of decentralization that has kept the
AKA from being as tightly organized, for better or worse, as the DKG or
the (possibly?) BKA. Again, even if that were the desire of the members,
I don't know if it could be centralized. I doubt it. You'll note the
debate on local vs national clubs pops up here a lot.
As well, a lot of members don't participate on the list. Quite possibly,
no one here knows the answers to your questions. I've gotten used to no
response on some questions. Either the people who know aren't answering
(within the americas, not as an inter-group rift thing) or they aren't
online. I met astonishingly knowledgeable members at my one convention
experience, and I've enjoyed a few years of postings from others on the
lists, but it is uneven and the two groups don't always seem to directly
overlap. There are a lot of sub-groups for info exchange in the AKA, and
this list is just one of them.
Finally, I sense a certain tendency among killiekeepers I know to keep
too many secrets. While a lot of AKAers go out of their way to
distribute and share fish, there are many others who do just the
opposite. It doesn't stay rare if everyone has it. That's not specific
to the Americas either.
