Blue-green algae isn't actually an algae.  I think its more like a primitive
type bacteria.

 I had a problem in my tank, which was seriously underlighted.  I cured the
problem with an antibiotic - I can't remeber which one.  Contact me off line
and I'll check my references if you're interested.  Also, frequent water
changes to keep nutrient levels down, as well as aeration and bright light
might prevent future outbreaks.
