aphyosemion nigerianum "p82"

i have a pair of Aphyosemion nigerianum "p82". They wont breed!  They were in 
a 10 gallon and i was told to decrese the size of their tank ~ so they are 
now in a 2.5 gallon bowl.  the temp is an average of 73 degrees. They eat 
flakes, live food, and brime shrimp ~ they wont eat blood worms. Why arent 
they breeding?  What can I do to encourage them?
