CO2 indeed doesn't do much unless light levels are high, although with good
growth the light levels deep in the tank can be cut quite a bit.  Some of
that will depend on how much you trim your plants.  If you do do CO2, it'll
decrease your pH, although how much depends on KH.  When you go to
www.thekrib.com check out the DIY setups.  I've never been convinced that
high tech CO2 systems are worth it, particularly if your water isn't
brittle.
