RE: Import regulations for field-collected killifishes?

The last time I imported fish in from Mexico, The only requirement was that
I fill out a declaration describing the species I was bringing in to make
sure that none were endangered.

Bruce,
this I know for sure. USDA Plant Protection and Quarantine (PPQ)
does not regulate the movement of animals into the country. Animal
products (meats, eggs, poultry (including live birds) etc) yes. From what
I have gathered so far USDA VS (vet services) may be the entity that does
the animals. I am sure there is a procedure, permits and
inspections/quarantine periods for the real livestock (mamals, birds, etc),
but I am not aware of any for fish (Here in Hawaii the fish imported from
the east just get a casual look over by USDA PPQ for weeds, insects, soil
(note: to most uneducated people peat and soil are the same thing), etc
before State AG decides if they are enterable). USFWS will regulate ESA,
CITES, etc. animals at the borders (Pupfish). Note there are local laws
and regulations/prohibitions inposed by states and countys also that the
various (including state) agencys may be enforcing.(i.e. certain fish can
not enter CA, LA, HI, etc.).
There may be regualtions regarding official points of entry due to
the staffing of people to do the inspections (i.e. LAX, Miami, etc). Again
I am not sure on this as I don't regulate live animals, I know this is true
for plants, plant pathogens/soil samples, etc. for reasearch that have a
departmental permit. So a plant may be enterable in Honolulu, but not in
Kahului, Maui (We don't have a plant inspection station and State AG's only
official point of entry is Honolulu).
US Customs will probablly look at things first. Then refer to
other depts. I suppose if they had a declared value then they might impose
a duty.

One questions did you and your colleagues enter via different ports?
